Why Is Immigration Increasing in Japan?

Staggering Demographic Trends

Japan’s birth rate plunged in 2024 to only 686,000 births, the lowest since the 19th century, with fertility at just 1.15 children per woman . The total population has declined every year for 15 years straight — down to around 123.4 million in April 2025, and projected to reach just 87 million by 2070 . The country’s median age is now around 49 years, making it one of the world’s oldest societies 

With so few births and a swelling elderly population, Japan is facing a labor shortage that threatens its economy, healthcare system, pensions—and even national security.

 

Population in Reverse: Enter Foreign Workers

To fill the gap, Japan has quietly but steadily opened its doors:

By the end of 2024, there were almost 3.77 million foreign residents—a record high and a 10.5% year-on-year increase. In 2022 alone, Japan welcomed 144,000 new long-term migrants, a 150% jump from the previous year. About 2.05 million foreign workers are now registered, with numbers growing over 185% since 2013.

Countries like China, Vietnam, the Philippines, and Nepal top the list, playing a key role in Japan’s workforce .

 

Government Strategy: Demographics Meet Policy

Japan’s approach is evolving, Policies have expanded visas for “Specified Skilled Workers”, technical interns, and students who can stay longer and bring families. Net migration in 2024 was nearly 340,000 people, a sign of shifting attitudes. Prime Minister Kishida and lawmakers are adopting more realistic population forecasts and quietly leaning on immigration to safeguard the economy
